CTC provided support to the City of Los Angeles in its evaluation of whether to require "open access" to the cable system by Internet Service Providers (ISPs) as a condition of a transfer from TCI to AT&T. CTC performed a detailed analysis of the technical circumstances under which cable systems can be opened to competing providers of Internet services. CTC prepared a detailed report for submission to the Los Angeles City Council of the means by which a cable system can be made to provide "open access". This report was considered as part of the Council's analysis whether to require "open access" to the cable system in the new franchise agreement.
CTC assisted the City of Brunswick, Ohio, with its franchise renewal with Cablevision by performing tests of the Brunswick cable system and providing expert testimony. On the basis of CTC's testing report, CTC Engineer Andrew Afflerbach served as an expert technical witness in the preliminary hearing for denial of the renewal. Dr. Afflerbach provided expert testimony regarding the status of the Cablevision system in Brunswick and its status relative to other cable systems around the country. Since then, CTC engineers have provided information to the City's agents as requested in support of the ongoing negotiations and planning.
CTC provided support to Arlington County before and during negotiation of a renewed franchise agreement with Cable TV-Arlington. CTC tested and documented the cable system in advance of negotiations, served as a member of the negotiating team, and drafted appropriate technical language for the franchise agreement.
In Pittsburgh, CTC assisted the City in negotiations with TCI for a renewed franchise agreement. CTC has prepared a report for the City regarding the potential uses for an Institutional Network and the means by which the City could use the franchise renewal to obtain such a network.
CTC assisted the City of Santa Monica in the cable franchise renewal process, reviewing submissions from the cable operator and developing plans for the Institutional Network.
In Santa Clara, California, CTC provided ongoing coordination and support during negotiations with the cable operator. CTC developed a network technology assessment to detail the effects of proposed changes by the cable operator to the subscriber cable system on I-Net capability and costs.
In Tucson, CTC supported the City during cable franchise renewal negotiations with Telecommunications, Inc. (TCI) and supported the City during cable franchise transfer negotiations with Cox Communications.
In Milwaukee, CTC served as the City's technical consultant in connection with the City's negotiations with its cable provider for franchise renewal.
In Anne Arundel County, Maryland, CTC to prepared a short-term program to adequately address deficiencies that CTC staff found in the existing Anne Arundel County system. CTC developed a three-month program during which the cable operator would make substantial improvements to the system prior to the County transferring the franchise to a new owner. CTC worked with the cable operator's engineering staff to develop a reasonable and practical approach to addressing the specific problems CTC identified. This work ultimately resolved those issues for the County and was a major consideration in approving the transfer.
In Montgomery County, CTC engineering staff worked with the cable provider's engineers to develop a practical approach to implementing the proposed system rebuild and to conduct testing of the cable system design, oversee construction of fiber, and monitor activation of fiber optic nodes. The approach approved by the County and incorporated into the franchise agreement will enable the County to monitor construction in order to ensure that the upgraded system can provide the services promised by the cable operator and will sufficiently protect the County's interests.
