Safety Evaluation of Network Physical Plant
CTC assists local governments with inspection and testing of traditional coaxial and hybrid fiber-coaxial cable systems. In conducting its inspections, CTC provides reliable documentation to local governments that is used to document performance and compliance with the construction and technical standards for the cable systems as required in the franchise agreements.


For Montgomery County and other clients, CTC has highly capable and experienced staff to conduct daily monitoring of construction work-in-process to verify that local code and regulations are followed and to inspect completed construction of cable plant for compliance with safety regulations and industry construction standards. CTC inspectors and engineers are available for immediate response, with little or no notice, to problems or emergency situations. A detailed record of all inspection reports is maintained.

CTC's inspectors and engineers are also available to immediately investigate subscriber or citizen complaints regarding system services or construction practices. CTC has provided staff to meet with community representatives or individual subscribers to resolve their complaints. In each case, documentation regarding the findings and recommendations are provided to the County.

Each inspection is documented with a report provided to the municipality which lists violations, and in each case, CTC follows up to see that violations are properly corrected in a timely manner. CTC maintains complete and thorough inspection records, files, and databases for years for its clients. CTC can readily access its files, and as data accumulates over time, CTC periodically summarizes information for annual reports, quarterly reports, or other special reports as needed. CTC's historical files are also useful in resolving disputes or negotiating franchise amendments.

In Cincinnati, CTC conducted oversight of the cable system and served as agent to bring the system into compliance with the law and the franchise agreement. Staff engineers have assisted in developing services, establishing the location of facilities, and monitoring overall performance. CTC has also supervised and reviewed annual proof-of-performance testing and provided support in defining the technical parameters of the system upgrade.

In Fairfax County, CTC conducted a thorough physical inspection of aerial and underground cable to assess the extent to which the system's design, construction, and maintenance met the required standards. The headend facilities were inspected to evaluate the quality and maintenance of the equipment and its capability to support an upgraded system. CTC conducted a full FCC proof-of-performance test to evaluate the compliance of the system and to compare system performance to a theoretical model that helps to identify whether problems arise from system design or system maintenance. CTC's comprehensive inspection work was used to the advantage of the County during the negotiation process with Media General Cable.
